The Prosecutor of Ararat Region presented petitions to the RA Minister of Territorial Administration and Infrastructure and the Head of the RA Traffic Police

During a meeting held on 05.02.2020 at the Prosecutor's Office of Ararat Region it was registered that in region the cases of traffic crimes and accidents were increased by 19.8%. In particular, compared with 116 accidents recorded in 2018, 139 such cases were recorded during the last year. At the same time, the number of fatal cases was increased by 2, amounting to 20, as a result of which 37 people died.
Taking into account these alarming figures, the RA Prosecutor General Artur Davtyan instructed during the meeting to analyze in details the full picture of traffic violations, identify more risky zones and by applying appropriate measures of prosecutorial influence to be consistent in eliminating the main causes contributing to traffic crimes.
In this context, the Prosecutor's Office of Ararat Region began the work aimed at preventing this type of crime with the application of appropriate measures of prosecutorial influence.
In particular, attention was drawn to the fact that out of the registered fatal cases 2 occurred on the bridge of ZOD in the city of Ararat, as a result of which 8 people died.
In particular, on July 06, 2019 at around 15:00 p.m., “Toyota Hilux” car heading to Yerevan, drove opposite the highway and crashed into “GAZelle” heading to Yeraskh. Immediately after that, “VAZ-21063” car crashed into the back of the transport. Because of the accident in the engine part of the car as a result of a gas leak from the gas system, a fire broke out, and 7 people died and 3 passengers got injuries of various degrees.
Concerning the case, under Part 3 of Art. 242 of the RA Criminal Code, a criminal case was initiated, within the framework of the case, under the same article a charge was brought against the driver of “Toyota Hilux” - S. H. On 22.11.2019 the case with the indictment was sent to the Court of General Jurisdiction of Ararat and Vayots Dzor Regions and is currently in the process of trial.
In the same place on November 01, 2019, at around 13:48 p.m., “Mercedes-Benz CLK 200” got out of the highway and fell into a ravine on the right. As a result of the accident, the passenger was injured, and the driver of the car died on the way to the hospital. Concerning the fact, under Part 2 of Art. 242 of the RA Criminal Code criminal case was initiated, forensic auto-technical, forensic traceological and forensic medical examination was assigned, and the preliminary investigation is still in process.
From the studies of criminal case materials, it follows that accidents occurred during the daytime, under conditions of a clear lighting, without the presence of any obstacles to traffic.
Taking into account these circumstances, the Prosecutor of Ararat Region S. Hovhannisyan addressed petitions to the Minister of Territorial Administration and Infrastructure of the Republic of Armenia S. Papikyan, as well as to the Head of the RA Traffic Police Y. Karapetyan.
The relevant agencies proposed, within the limits of their competence, to take measures to ensure traffic safety on the bridge of Yerevan-Yeraskh highway, neutralize the factors causing crime and accident, strengthen the traffic police and in the manner prescribed by Art. 200 of the RA Criminal Procedure Code inform the Prosecutor's Office of Ararat Region about the results.
