Criminal case was initiated regarding the statement on killing of all Armenians made by Nurlan Ibrahimov, Head of the Press Service of Qarabag football club of Azerbaijan

On 31.10.2020, Nurlan Ibrahimov, Head of the Press Service of Qarabag football club of Azerbaijan via computer on his Facebook page, justifying the genocide against Armenians on the basis of ethnicity, with a view to incitement to hatred and violence against the latter wrote: “We must kill all Armenians – children, women, the elderly. We need to kill them without making a distinction. No regrets, no compassion. It is useless to talk with them within the framework of the law. We should kill...”.
Under Art. 1 of the Convention on the Prevention and Punishment of the Crime of Genocide (Adopted on 09 .12.1948 and ratified by the RA on 23.06.1993) genocide, whether committed in time of peace or in time of war, is a crime under international law which they undertake to prevent and to punish. Under Art. 3 of the Convention direct and public incitement to commit genocide shall be punishable.
Under Part 3 of Art. 15 of the RA Criminal Code foreign citizens, who committed a crime outside the territory of the Republic of Armenia, are subject to criminal liability under the Criminal Code of the Republic of Armenia, if they committed such crimes which are provided in an international treaty of the Republic of Armenia.
With reference to the above mentioned in the Division for Supervision over the Investigation of Especially Important Cases against Military Service of the RA Central Military Prosecutor's Office of the Republic of Armenia a criminal case was initiated under Point 1 of Part 2 of Art. 226 (Inciting national, racial or religious hatred publicly or via mass media) and Art 3971 (Denying, mitigating, endorsing or justifying genocide or other crimes against peace and security of humanity) of the RA Criminal Code.
With a view to conduct the preliminary investigation, the criminal case was sent to the RA IC General Military Investigative Department.
