On February 1, 2020 it was substantiated in the Investigation Department of the RA NSS under Article 308, Part 1, Article 310, Article 311, Part 4, Point 2, Article 38-311, Part 4, Point 2, Article 312, Part 3, Point 1 of the RA Criminal Code that during the preliminary investigation of the criminal case initiated under Article 312, Part 3, Point 1, that V. V., the former Chairman of the RA Urban Development Committee in the name of his friend N. CH. founded a commercial organization with entrepreneurial activities in the field of architectural and designing activities. Later, abusing his official powers, he instructed N. Ch. to employ him at the RA Urban Development Committee, actually dismiss him from his official duties, creating favorable conditions for him to participate in business activities carried out illegally and paid the latter 1․478.483 AMD salary at the expense of the state.

 

Later, more than 27 million AMD transactions were concluded with the commercial organization operating with the direct participation of V.V., the financial means were used by V. V. and N. Ch.

 

Besides, V. V. has received as a bribe $ 5,000 which is equivalent to 2,379,950 AMD and construction material of 1.290.000 AMD from G. G and V. P. during October-December 2019.  

 

During September 2019, V. V. received 952,000 AMD which is equal to 2000 USD bribe from his friend J. F. in order to organize the process of providing the architectural planning tasks of the apartment buildings to be built without any obstacles. He tried to persuade the officials of the Yerevan Municipality not to make changes in the draft documents.

Besides, V. V. fraudulently took 2,500 USD equivalent to 1․193․575 AMD, for the construction of the apartment building in Yerevan.

 

The former chairman of the RA Urban Development Committee was charged for committing the above-mentioned criminal acts under Article 308, Part 1, Article 310, Article 311, Part 4, Point 2, Article 311, Part 3, Point 3 (2 episodes) of the RA Criminal Code. Article 178, Part 2, Point 1.1 and Point 2 for abuse of official authority, illegal engagement in business, large-scale bribery and abuse of official position.

 

Other people have also been charged for bribery, forgery and use of a document in relation to this criminal case, as well as aiding and abetting it.

 

By the decision of the prosecutor supervising the legality of the preliminary investigation, the indictment was approved against 8 people and was sent to the Court of First Instance of Yerevan for further examination.

 

For the other part, the investigation is still underway.
