On January 2021 two cases were recorded on crimes committed or participated by juvenile in Gyumri. In particular, according to the material prepared in one case in the result of quarrel between a group of juveniles of 15-16 years old, 4 juveniles hit another juvenile of the same age, with a stick too, in the result the latter received light damage to health which caused short-term health disorder. In the other case which took place in Gyumri State Sports College of Olympic Reserve State Non-Commercial Organization, during the quarrel between two pupils of the 9th form, one pupil boxed on the right eye of the other who got concussed and received light damage to health which caused short-term health disorder.

 

Taking into account that the juveniles who committed these acts confessed the act, repented and asked not to be prosecuted, decisions were made on refusing to initiate a criminal case.

 

According to the studies conducted by the Prosecutor’s Office of Shirak Region 24 crimes were committed by 19 juveniles. The number of juvenile committing crime decreased with 2, but the number of cases increased with 8.

 

In addition during 2020, a juvenile who committed theft twice, was registered at the moment of committing crime. It is a matter of concern that in 2020 a grave crime – murder, was recorded. Regarding this criminal case a 17-year-old juvenile was detained, the criminal case was sent to the court with the bill of indictment.

 

This case is also specific because of the state of emergency state declared in the Republic of Armenia and the organization of a football match between the teams of two villages which was not under the control of the police.

 

Though preventive means of crimes by juvenile were undertaken, the case of 2020, and 2 cases of 2021 come to prove that measures undertaken for the prevention did not give desired result.

 

Taking into account that a criminal act was committed in the area of the educational institution as a result of being out of the control of pedagogues carrying out educational activities, Gurgen Grigoryan, the Prosecutor of Shirak Region addressed motions to the Minister of Education, Science, Culture and Sport of the Republic of Armenia and Head of Shirak Region of the RA Police.

 

Motion included the issue of finding out and assessing the preventive measures in full, as well as shortcomings of the officials. According to the motion addressed to the Minister, it considered necessary to work together to prevent similar cases in Gyumri State Sports College of Olympic Reserve State Non-Commercial Organization, to prevent juveniles from illegal behavior, and to work with the school administration and the department of police engaged in cases of juveniles, provision of work preventing violence in family as well as implementation of joint events.

 

The Prosecutor's Office of the region has already planned to intensify preventive measures with juveniles through visits and meetings in other educational and social institutions this year.
