26.6% high-ranking officials were prosecuted for corruption cases in 2020

The RA Prosecutor’s Office has summed-up the outcomes of the fight against corruption crimes committed in the state during 2020 compared with 2019.

 

During 2020 1810 materials have been filed by the RA law enforcement bodies on corruption cases, out of which 1232 criminal cases were initiated, i.e. corruption cases decreased in 2020 with 11.9% or with 167 cases compared with 2019.

 

This decrease is due to two main factors. First, before the amendment of the RA Criminal Code made on March 25, 2020, the list of corruption crimes was established according to the orders of the RA Prosecutor General, according to which 70 corpus delicti were considered corruption crimes. The data were summarized including 2019 within the framework of the mentioned number of corpus delicti. While the legislative change made in 2020, the list of corruption crimes is defined by the RA Criminal Code, which includes 28 corpus delicti and the outcomes of 2020 were summarized on the basis of statistics on those crimes.

 

The second main reason for the law enforcement bodies was the problems of the coronavirus during 2020, the restrictions provided by the regime of the state of emergency, as well as the problems caused by Artsakh war.

 

Criminal prosecution against 204 people was terminated, out of which 61 per cent on the grounds of non-justification.

 

Serious measures were undertaken especially in the field of recovery of damage caused to the state. Particularly due to completed materials on corruption cases more than over 223 % or 2.5 billiard AMD has been recovered (in 2019 – 2 billiard AMD, in 2020 – 4.5 billiard AMD).

 

In general, regarding criminal cases, the large majority is corruption cases, preliminary calculation (taking into account that it can be changed) amounted over 227 billiard AMD, compared with 105.7 billiard AMD in 2019. During 2020 damage over 14.2 billiard AMD was recovered in the course of preliminary examination or more that 12.6% compared with 2019.   

 

During the preliminary examination arrest was issued against 84.5 million AMD, accounts of 5.9 billiard AMD, 87 movable and 149 real estates and 22 plots of land.

 

During 2020 671 officials and public servants prosecuted for corruption cases, including the number compared with 2019 (530) is more with 26.6%. They included former President, former President of National Assembly, deputy, ministers, President of the RA Constitutional Court, Judge of the Court of General Jurisdiction, Judges of Bankruptcy Court, President of the Urban Development Committee, Chairman of Supreme Certifying Committee, Head of the RA Police, Deputy Head of the RA Police, Head of State Property Management Department, former Ambassador of the Republic of Armenia, chiefs of staff of departments, directors of medical institutions, rectors and vice-rectors of universities, directors of SNCOs, dozens of current and former school directors, deputy directors, head of regional social assistance agency, heads of regional departments, directors of social institutions deputy directors, about a hundred and fifty officials of the RA Armed Forces, including commanders of military units, former head of the air defense troops department, current and former heads of the administrative district of Yerevan, deputies, more than 100 current and former community leaders, directors of state companies, etc.
