In Police Divisions of Ashotsk and Amasia of Shirak region, as well as from the National Security Service, operational data were received that during the work of the previous heads of 2 communities in Shirak region, violations of financial and economic nature were committed, funds from the budget for socially vulnerable families as well as for the reimbursement of education fee were wasted.

 

In particular, in the course of the preparation of materials, factual data were obtained that the former head of the community of the village of Zuygaghbyur, Shirak region of the RA, G. S. during 2008-2016 allocated 2.4 million AMD as the education fee for the students, and funds were also allocated from this amount for employees of the municipality, as well as for the people who were not residents of communities. However, from the indicated amount about 1.8 million AMD and documents on the transfer were missing.

 

Besides, the former head of the Zuygaghbyur community of Shirak region, G.S., for the purpose of organizing the recreation of children from the budget of the community, allocated an amount of about 2 million AMD, and the amount as social assistance was transferred to 6 residents of the community, including and a person who has family ties with him and employees of the municipality. However, in this regard, there are no drawn up and approved documentary grounds. As a result of these acts, the legitimate interests of the community were significantly damaged.

 

And in another case, during the preparation of the materials, factual data were obtained that the former head of Aregnadem community, during his tenure (2010-2015), allocated an amount of 1.4 million AMD from the community budget to provide money to socially disadvantaged families of this community However, these residents did not receive the money allocated for them.

 

With a view to establish the above mentioned circumstances through a full, objective and comprehensive investigation, also taking into account the fact that the former heads of these communities objected to the refusal to initiate a criminal case on the basis of the expiration of the statute of limitations, on the fact of the mentioned case criminal cases were initiated in the prosecutor's office of Shirak region. In particular, on the fact of the case concerning the municipality of Zuygaghbyur, a criminal case was initiated under Point 1 and Point 3 of Part 2 of Art. 179, Part 1 of Art. 308 of the RA Criminal Code, and on the fact of the case concerning Aregnadem municipality - under Point 1 and Point 3 of Part 2 of Art. 179 of the RA Criminal Code.

 

The criminal cases were sent to the Investigative Department of Shirak region of the RA Investigative Committee with the instruction to carry out a preliminary investigation.
