138 messages were received regarding electoral crimes. 6 criminal cases were initiated

The working group formed in the RA Prosecutor General's Office by the order of the RA Prosecutor General on the early elections of the National Assembly to be held on June 20, 2021, received and studied a total of 140 messages of electoral offenses. From which:

 

. 43 - media publications,
. 44 - messages submitted by a physical entity, including through the hotline of the RA Prosecutor General's Office,
. 29 comments left in social networks by citizens,
. 24- operational data received by police officers.

 

From the criminal offenses presented by the messages, 86 are related to bribery of voters (Article 154.2 of the RA Criminal Code), 9 - hindrance to implementation of the right to elect (Article 149 of the RA Criminal Code), 24 – hindrance to the election campaign (Article 149.1 of the RA Criminal Code), 19 - other crimes (Articles 185, 177, 137, etc. of the RA Criminal Code).

 

From the mentioned 138 messages, 42 messages were sent for investigation or preliminary investigation with the instruction to prepare materials in the manner prescribed by Articles 180-181 of the RA Criminal Procedure Code. As a result, by 10 cases a decision was made to refuse to initiate criminal cases, preparatory process by 26 is still in process, and by 6 cases were initiated criminal cases.

 

In particular, from criminal cases:

 

•        1 initiated under Part 1, Point 1 and Point 2 of Part 4 of Article 154.2 of the RA Criminal Code,

•        1- under Part 1 of Article 154.2 and Point 1 and Point 2 of Part 4 of Article 154.2 of the RA Criminal Code,

•        1- under Part 1 and Part 2 of Article 154.2 of the RA Criminal Code,

•        1- under Part 1 and Part 2 of Article 154.2 of the RA Criminal Code,

•        1 – under Point 3 and Point 4 of Part 2 of Article 149.1 of the RA Criminal Code,

•        1 – under Point 1 of Part 2 of Article 185 of the RA Criminal Code.

 

From these criminal cases, 10 citizens were charged by two cases (two of the accused are candidates for deputy). With regard to three of them, detention was chosen as a measure of restraint.

 

96 messages containing general and abstract information on electoral offenses were sent to the RA Police to establish the circumstances indicated in them in order to carry out verification actions. As a result of the carried out operational-search works, information on the submitted 26 messages was approved, and 70 are being verified.

 

Another 16 messages regarding elections and electoral rights were received by the RA Prosecutor General's Office, which, however, did not contain information on the crime envisaged by the RA Criminal Code. In connection with them, the citizen was duly explained, in separate cases the message was sent to the RA Central Electoral Commission for consideration.
