The Department for the Protection of State Interests of the RA Prosecutor General's Office examined the documents on supervision of the justification for the expenditure of the RA state budget funds allocated for providing within the framework of “Hematological Center named after Professor R. Eolyan ” CJSC free medical care guaranteed by the state, and as a result of the study, data on criminal abuses were obtained.

 

In particular, abuses concern the introduction of false information or notes in official documents, failing to comply with the provisions of contracts concluded between the state and the company by company officials and in the conditions of not providing all or part of the medicines necessary for the treatment of patients, not reimbursing 30% of the cost established for the treatment of patients transferred from the 1st department to another during 2018, incorrect presentation of the amount of work performed under the state order by “Medical Services” program by the company via falsifying official documents and submission by “Medical Services for Oncological and Hematological patients " medical aid program in the period of 2018. In addition, possible abuses also relate to the higher performance reported by the “Medical Services” program during 2018, the unjustified purchase of a dose of human antiretroviral immunoglobulin at a high price from a commercial company in the absence of a critical condition by introducing deliberately false information or notes in official documents .

 

Documents containing false information in the above areas were submitted to the RA Ministry of Health and a refund was received from the state budget.

 

As a result of these criminal acts, by the officials of the corresponding medical center a damage was caused to the state in the amount of about 120 million AMD.

 

Taking into account that, as a result of studying the documents submitted to the SCS, sufficient data were obtained regarding causing significant damage to the legitimate interests of the state as a result of the use of official position contrary to the interests of the service by officials of “Haematology Center named after Professor R. Yeolyan” CJSC, by including false information or notes in official documents, a criminal case was initiated in the Department for the Protection of State Interests of the RA Prosecutor General 's Office under Part 1 of Art. 314 and Part 1 and Part 2 of Art. 308 of the RA Criminal Code.

 

With the instruction to carry out the preliminary investigation, the criminal case was sent to the Investigative Committee of the Republic of Armenia.
