The studies of the documents received from the State Property Management Committee in the Department of State Interests Protection of the Prosecutor General’s Office showed that "Property Appraisal and Auction Center" SNOC carried out during 2021 regarding the area 2159 sq. m. and 4498 sq. m. area which are state property at the address Davit Bek 155/1 with 234 million 703 thousand AMD value according to the statement of 15.01.2021.

 

According to the relevant decision of the Government it was alienated to citizen L. Kh. for 175 million 104 thousand AMD.

 

Meanwhile, according to the data available on the website of the Cadastre Committee "e-cadastre.am", the cadastral value approximated to the market value of the mentioned real estate is about 527 million 616 thousand AMD, i.e, about 2 times more than it was estimated and about 3 times more than the sale value.

 

It was found in the result of research that the recorded facts prove that according to the report prepared by the appraiser of SNCO and approved by General Director of the same Director General, the state-owned buildings with an area of ​​2159 square meters with the value of 527 million 616 thousand drams and a plot of land with an area of ​​4498 square meters with 234 million 703 thousand drams situated at the above-mentioned address were estimated, which was taken as the basis for the alienation of the mentioned real estate. In the result, the mentioned property was expropriated for 175 million 104 thousand AMD or about 3 times less than the cadastral value approximated to the market value, causing the state a particularly large property damage of about 350 million AMD, causing serious consequences.

 

Taking into account that according to the study, there were evidences of abuse of official position by the officials against the interests of the service or not performing official duties due to mercenary purposes, other personal interests or group interests, causing serious consequences, as well as the crime envisaged according to Article 314, Part 1, the results of the study conducted by the State Interests Protection Department were sent to the Anti-Corruption Committee to initiate criminal proceedings.
