In the course of the proceedings investigated at the Anti-Corruption Committee, factual data was collected that the daughter – Y. G. of the former Head of Police V. G., providing means and eliminating barriers, assisted L. Y., the Deputy Head of Police, Commander of Police Forces during 2012-2018, who abused office and stole the property by means of wasting.

 

In particular, during 2011-2018 V.G., the Head of Police, according to the order 490-A of March 7, 2015, appointed his daughter Y. G. to the position of senior mayor of the operative division of the Headquarters of the RA Police Forces. Then, according to the order of the Commander of Police Forces, L. Y. was appointed as a Head of the division dealing with the issues of the staff and according to V. G.’s order of 2018 was awarded with the rank of police lieutenant colonel, three days later as a Commander of Police Force, in 2018 she was again appointed as a Head Officer of operative division of the Headquarters and according to the Order 1388-A of May 10, 2018 Y. G. was released from the service in Police.

 

After the appointment to the mentioned position before terminating the office Y. G. did not report for duty, did not fulfill her responsibilities.

 

L. Y., being well aware of Y.G.'s non-fulfilment of official duties for more than three years, i.e. from March 7, 2015 to May 10, 2018, not reporting for duty in the prescribed order, didn’t only take preventive measures, but also had intention to waste the property of others entrusted to him in a particularly large amount, using his official position, during the specified period, he approved the monthly funding applications of the Police Forces and the payment instructions sent to the Ministry of Finance with his signature every month for Y.G. who did not report for service and did not fulfill her official duties. As a result, during the above-mentioned period, Y. G. was actually paid particularly large amount of money as a salary, bonuses, vocational payments - in total 8 million 838 thousand AMD.

 

Thus, during his term of office, Y.G., by providing funds and eliminating barriers, assisted L. Y., who using his official position, to embezzle particularly large amounts of state funds, a total of 8 million 838 thousand drams.

 

On November 30, 2022, a decision was made by the supervising prosecutor to initiate public criminal prosecution against Y.G. in accordance with Article 38-179, Part 3, Point 1 of the Criminal Code /which was in force at the time of the act/ for committing the above-mentioned crime, it was sent to the Anti-Corruption Committee for choosing charge and precautionary measures.
