The operations officials of the Ararat Provincial Department of the Police beat the investigator; one of them sold narcotic drugs. The prosecutor sent the case to the Court

On 3 October 2022, V.S. and S.Q., the operations officials of the Ararat Provincial Department of the Police, beat N.B., the investigator of the Regional Investigative Department of Ararat, with criminal consent, causing light damage with short-term health disorder.

 

Due to the proceedings investigated at the Main Directorate of Investigation of the National Security Service, it was turned out that V.S., the operations official, had illegally practiced sale of narcotic drugs. He had transferred 0.52 grams of “Cannabis”, also known as “Marijuana”, to G.P., with the support of his close friend M.G.

 

It was found out that the operations official V.S., being in service in the Police since 2009, occupying the position of operations official at the Ararat Provincial Department, being aware of regular thefts by his close friend M.G. and the realization of the objects obtained as a result, did not undertake any measures for the prevention, detection of crimes and bringing M.G. to liability. 

 

During the preliminary investigation, detention was chosen as a preventive measure against the accused V.S., by the authorities conducting investigation. V.S. was detained and brought to the Court, however, the Anti-Corruption Court rejected the motion to apply detention as a preventive measure, against which a special review appeal was filed by the supervising prosecutor.

 

On 10 April 2023, the Prosecutor General’s Office received the criminal case according to which charges were filed against S.K. under Point 5, Part 2 of Article 171 of the Criminal Code (Infliction of light damage to health by a group of individuals), V.S. under Point 5, Part 2 of Article 171 of the Criminal Code (infliction of light damage to health by a group of individuals), Part 1 of the Article 266 of the Criminal Code (illegal sale of narcotic drugs) adopted on 18.04.2003, Part 1 of the Article 308 (abuse of official authority). A charge was also brought against M.G. under Part 1 of the Articles 38-266 of the Criminal Code adopted on 18.04.2003 (assistance of illegal sale of narcotic drugs).

 

On the same day, the Prosecutor General’s Office received the decision of the Criminal Court of Appeal on granting the prosecutor's appeal for a special review and applying detention as a preventive measure against the operations official V.S.

 

V.S. was transferred to the criminal-executive institution and detained.

 

The criminal case with an indictment confirmed by the prosecutor was sent to the Anti-Corruption Court on 13 April 2023.
