By the Order of RA Prosecutor General Anna Vardapetyan, the preliminary investigation of the criminal case initiated in the Department of Investigation of Crimes on Torture and Abusing or Exceeding Authorities by Officials through Using Violence of the General Department of Investigation of Particularly Important Cases of the RA  Investigative Committee, based on the report on a crime submitted by Karen Alaverdyan, an advocate of the Chamber of Advocates, was assigned to the Main Directorate of Investigation of the RA NSS as a last resort for ensuring a proper, comprehensive and impartial investigation.

 

The Department of Supervision over Legality of Pre-trial Proceedings in the RA NSS is under the coordination of the Prosecutor General of the RA.

 

It should be reminded that on June 8, 2023, a criminal case was initiated under Article 450(1) of the RA Criminal Code (torture) in the First Investigative Division of Kentron and Nork-Marash administrative districts of Yerevan of the RA Investigative Committee regarding the alleged commission of torture by the officers of the Central division of Yerevan City Department of the RA Police, Ministry of Internal Affairs.

 

Karen Avdalyan was recognized a victim under the aforementioned case, a decision was made on appointing a forensic medical examination on him; measures were taken to find out the presence of video recording devices at the scene and confiscate them.

 

On June 7, 2023, another criminal case was initiated in the First Investigative Division of Kentron and Nork-Marash administrative districts of Yerevan of the RA Investigative Committee; based on the evidence gathered by the preliminary investigation thereof, the advocate Karen Avdalyan and his proxy G.B. were charged under Article 452(3) and Article 297(2) of the RA Criminal Code, the Proxy’s brother A.B. and H.V. were also charged under Clause 1 of Article 297(2) of the same Code.

 

Notice:  A person charged with any crime shall be presumed innocent until proved guilty in the manner prescribed by the RA Criminal Procedure Code—by the judgment came into legal force.
