During the period of holding the position in the Military Police of the Ministry of Defense, S.G. provided measures and removed obstacles and from 2000-2010 assisted his wife V.G. in carrying out embezzlement in the amount of AMD 17 million (V.G held the position of the Head of the Department of the Military Police of the Ministry of Defense of the Republic of Armenia from June 17, 1997 until October 2, 2010  and the position of the Deputy Minister of Defense of the Republic of Armenia from October 16, 2010 until November 1, 2011). 

 

Particularly, V.G. being well aware that his wife S.G. (S.S.) holding different positions in the Department of Fight against Desertion and Servants, Voluntarily Leaving the Military Unit of the Military Police of the Ministry of Defense during 2000-2011 failed to appear to work and failed to fulfill the occupational obligations for more than eleven years, during the abovementioned period the later not only failed to undertake preventive measures but also signed endorsements to be sent to the Treasury of the Ministry of Finance or to be entered into the treasury program, where he included data on S.G.. As a result during 2000-2010 AMD 17 million was paid to S.G. as a salary and rewards.

 

In another case, with the assistance of S.G., V.G. abused official powers, which negligently resulted in grave consequences. Particularly, during 2011-2018 V.G. holding the position of the Head of the Police of the Republic of Armenia, violating the relevant requirement of the law, id est, police officer may not work jointly with a person with whom he has a close kinship or in-law relationship, appointed his wife S.G. in the position of the Senior Aide to the Head of the Police of the Republic of Armenia. During 2011-2018, after the appointment to the position, S.G. failed to appear to work and failed to properly fulfill her official duties and without a reporting notice on granting leave as well as orders on granting leaves based on the reporting notices she left the Republic of Armenia for different periods of time, due to which she failed to appear to work. In this conditions, by the order of December 30, 2011 and December 30, 2016 she was awarded special ranks of “lieutenant colonel” and “colonel”, afterwards she also received AMD 19 million.

 

By the decision of the supervising prosecutor a public criminal prosecution was initiated against S.G. under point 3 of part 3 of article 46-256 of the Criminal Code and part 2 of article 38-308 of the Criminal Code adopted on 18.04.2003.

 

On August 21, 2023, the supervising prosecutor signed the indictment and submitted it to the Anti-corruption court with the materials of the case.
