Criminal case was initiated on the financing of terrorist groups by the responsible military-political officials of Turkey and Azerbaijan for taking part in the hostilities unleashed against Artsakh

As it was reported earlier, as a result of conducting investigative and other procedural actions, taking operative-search measures in the course of the preliminary investigation of the criminal case initiated regarding unleashing of an aggressive war against the Republic of Artsakh  on 27.09.2020 by the military-political leadership of the Republic of Azerbaijan in violation of a number of requirements of the international treaties data were obtained on the recruitment and use of specially recruited members of various terrorist groups (from the very first day of the aggressive war by the Republic of Azerbaijan) for the purpose of receiving financial compensation. The latter carried out international terrorism in order to destabilize the internal state of a foreign country, by organizing and carrying out explosions, arson and other similar actions, they continued to kill people, destroy buildings, structures, roads or other property.

On the basis of the above-mentioned as a result of conducting investigative and other procedural actions, taking operative-search measures in the course of the preliminary investigation of the criminal case initiated on the international terrorism (which was merged with the criminal case initiated regarding the unleashing of an aggressive war against the Republic of Artsakh) factual data were obtained that during July-August 2020, the military-political leadership of the Republic of Azerbaijan planned to carry out an act of aggression against the Republic of Artsakh and the Republic of Armenia, therefore, the officials of the Armed Forces of Azerbaijan have come to the preliminary agreement with the officials of the Republic of Turkey on the recruitment of mercenaries from international terrorist groups.

In order to implement the mentioned agreement, including terrorist acts in the territory of the Republic of Artsakh and the Republic of Armenia, the responsible officials of the military-political leadership of the Republic of Turkey, from the same period of time provided appropriate financial means, as well as weapons, ammunition to “Sultan Suleiman Shah / Al Amshat "," Sukur "," Al Hamzat "," Sultan Murad " international terrorist groups, to select terrorist mercenaries from the groups, to ensure their smooth, unimpeded transfer through the Syrian-Turkish state border, first to Turkey and then to the Republic of Azerbaijan.

More than 2000 mercenaries from the Sultan Suleiman Shah / Al Amshat and Sultan Murad groups were involved with the Armed Forces of the Republic of Azerbaijan since September 27, 2020 and took an active part in pre-planned, coordinated and targeted hostilities against the Republic of Artsakh.

On the basis of the following new criminal case was initiated in the RA Central Military Prosecutor’s Office regarding the financing of terrorism under Part 2 of Article 217 1 of the RA Criminal Code.

The criminal case was sent to the RA Investigative Committee for the preliminary investigation.

At the same time, in line with the provisions of international treaties on the prohibition of terrorism and the financing of terrorism, the existing mechanisms of international legal cooperation will be undertaken to identify the perpetrators of these crimes and to implement the internationally recognized legal consequences for those crimes.
