The Prosecutor General of the Republic of Armenia in Gyumri summed up the results of the work of the Prosecutor's Office of Shirak Region for 2019

The RA Prosecutor General Artur Davtyan visited the Prosecutor's Office of Shirak Region with a view to get acquainted with the results of the activities of the Prosecutor's Office of the region for 2019.
During the meeting, held with the participation of the Chairman of the Court of General Jurisdiction of Shirak Region, Heads of Regional Subdivisions of other Law Enforcement Agencies, Marzpet of Shirak, Prosecutor of the Region - Karen Gabrielyan presented the general crime trends manifested in the region during the previous year, factors contributing to and impeding the effectiveness of actions, carried out in the direction of their prevention and identification, as well as cooperation of law enforcement bodies and other state bodies, state and the results of the implementation of prosecutorial functions by criminal proceedings.
During 2019 in Shirak Region, 1422 cases of crimes were registered, which is by 113 cases or 8.6% more compared to 2018 (1309 cases). On the one hand, this is due to the introduction (by the initiative of the Prosecutor's Office of the Region) of more effective mechanisms for crimes and registration of their detection, and on the other hand, an increase of cases of detected corruption crimes, an increase of cases of violations of traffic rules, as well as insufficient effectiveness of efforts of the law enforcement bodies to combat with certain types of crimes.
The increase in crime was registered mainly due to the medium-gravity crimes. This was facilitated by the cases of corruption crimes.
Despite this, the number of grave (11.1%) and especially grave (23.1%) crimes was also increased. It is noteworthy that the disclosure of particularly grave crimes was increased by about 14.4 percentage points, compared with 37.5% of 2018, reaching 51.9% in 2019. Last year, 2 cases of murder and 3 cases of attempted murder were registered.
Despite the fact that traffic crimes were increased, however a decrease in cases of violation of traffic rules with a fatal outcome by 14.3%was registered.
During 2019, 453 cases of crimes against property were recorded, compared with 433 cases of the last year. However, under these conditions, the number of burglaries was decreased by 5 or 5.5%, compared with 91 cases in 2018, registering 86 cases in 2019. In addition, the disclosure of these crimes amounted to 34.8% compared to 28.6% of 2018.
In this regard, the RA Prosecutor General mentioned that the results of the fight against burglaries in the region are largely due to the security equipment for the entrances of multi-apartment buildings, the installation of video cameras in the areas that are more risky for this type of crime, and the close cooperation between the police and municipal authorities. Artur Davtyan instructed to continue the launched process.
During the meeting, 3 cases of robbery were considered disturbing, in the absence of such crimes in 2018. The number of theft cases was decreased by 70.6%, compared with 17 cases in 2018, registering 5 in 2019.
The prosecutor's office of the region carried out significant work to eliminate the causes and circumstances of various crimes. 71 petitions were presented to the relevant bodies or organizations, mainly Ministers, Head of Shirak Regional Department of the RA Police, Marzpet of Shirak and community leaders, compared to 31 in 2018. As a result, appropriate measures were taken; many officials were subjected to disciplinary measures.
During 2019 the Prosecutor’s Office of the Region has made a serious progress in the field of state interests protection. Within the framework of this, the Prosecutor's Office carried out 467 studies (226 in 2018), by which 172 facts of violations were identified. 81 people were warned about voluntary compensation for damage caused to state interests, as a result of which about 20 million AMD were voluntarily restored.
Having positively assessed the achieved results, the RA Prosecutor General emphasized the provision of the intensity of targeted application of prosecutorial measures in the above areas, while noting that from the point of view of ensuring the effectiveness of supervision over the legality of the preliminary investigation of criminal cases, the quality, comprehensiveness and completeness of investigations, as well as the rights of participants in legal proceedings, it is also necessary to intensify the implementation of the competence of giving instructions to bodies conducting the preliminary investigation and operational-search measures.
Significant results have been achieved in the fight against corruption in Shirak region. During 2019, 201 corruption cases were investigated, which is by 85 or 73.27% more compared to 2018. With a bill of indictment, 7 criminal cases of a similar nature were sent to the court against 14 people, from which by 2 criminal cases 3 people were convicted. Expressing contentment, especially regarding the fact of the work done by the regional law enforcement agencies in detecting corruption cases, Artur Davtyan instructed to pay special attention to the issue of completing investigations by these cases as soon as possible, in compliance with the requirements of the procedural law, ensuring the completeness of the necessary investigative, procedural and operational-search measures.
During the meeting, the RA Prosecutor General noted that after the entry into force of new legislative regulations on the criminalization of the criminal subculture, serious preparatory measures should be taken to prevent, identify possible manifestations of criminal acts, hold liable those who committed such acts, as well as carry out active work on awareness aimed at abstaining youth from the false and criminal values of the criminal subculture.
The Prosecutor General also gave other instructions aimed at improving the efficiency of the Prosecutor's Office of the Region.
