The Prosecutor's Office of Kotayk Marz of the Republic of Armenia summed up the state and tendencies of crime in the territory of the region during 2020, the activity of the regional institutions of law enforcement bodies against them, the results of the application of the means of prosecutorial supervision and influence within the proceedings.

 

2180 cases of crime were recorded in the region, which is more with 251 or 13% compared with 2019. Nevertheless, the number of serious crimes decreased by about 6%, and the number of particularly serious crimes decreased by 25%. The latter is mainly conditioned by the decrease of burglary cases, cases of grievous bodily injury, murder, attempted murder, robbery committed in aggravating circumstances. In 2020 5 cases of murder were recorded in the region and 3 cases of them are related to the disappearance of people.

 

49 criminal cases have been initiated in connection with cases of corruption in the territory of the region. 8 criminal cases of this nature were sent to court, which is 60% more compared with 2019. In 2020 4 criminal cases out of 5 cases completed with indictments in the court.

 

The number of burglaries has decreased by 6%, but, in parallel, the effectiveness of detecting this type of crime remains low. The analysis carried out by the Prosecutor's Office of the Region shows that the decrease in the number of burglaries is due to the state of emergency in the country, the legal regimes of martial law, when citizens stay at their homes. On the other hand, the initiative of the Prosecutor's Office, in cooperation with the police and community bodies, the control over the most vulnerable districts for this crime, the installation of cameras in the busy parts as well as provision of lighting in the previous years.

 

The low numbers of detection of burglary cases are mainly affected by certain shortcomings in the work of detecting the crime with fresh traces, no sufficient means undertaken by the owners to protect their property.
In particular cases, victims of summer house thefts are detected and reported to the police within long period of time.

 

In 2020 152 cases of causing damage to health through negligence were recorded in the region as a result of violating the traffic rules, which is 36.9% more compared with 2019.

 

Cases of death on the road in the result of violation of traffic rules have also increased by 11 cases or with 50%. Instead, the detection number for this type of crime has increased notably. Analyzes carried out by the Prosecutor's Office of the Region show that the increasing number of road accidents was conditioned by the violation of traffic or vehicle operation rules, shortcomings in road engineering and construction, traffic signs, signs and lights for pedestrians, absence of cameras (speedometer). One of the important factors is the fact that the Yerevan-Sevan and Yerevan-Ashtarak national highways pass through the territory of the region, there are a number of places for rest in the administrative territory of the region that play important role for the active movement of citizens and cars.

 

During 2020 59 cases of trafficking in weapons and ammunition were registered in the region, which is more with 11 or 22.9% compared with 2019. The latter was also because of the circumstance of illegal transportation of weapons and ammunition from Artsakh to the territory of the Republic of Armenia during the war. Due to the explanatory work carried out, a large amount of weapons and ammunition was voluntarily handed over to the police departments during 2020.

 

During 2020 the prosecutors of the Prosecutor's Office of the Region issued a total of 131 written instructions and directions to the investigative bodies, the bodies carrying out operative investigative measures in order to ensure the effectiveness and promptness of the investigations in other criminal cases.

 

Aimed at eliminating the conditions and causes contributing to the crimes, the Prosecutor's Office of the Region sent 12 petitions to the RA Minister of Territorial Administration and Infrastructure, the Marzpet of Kotayk, Heads of communities, heads of regional police departments as a result of which the relevant officials were subjected to disciplinary sanctions.

The total material damage caused by criminal cases was about 115 million AMD, and the damage of about 24.4 million AMD was covered.

 

The Prosecutor's Office of Kotayk Region attaches importance to the issue of completing criminal investigations as soon as possible and sending criminal cases to court with sufficient evidence. As a result, 233 cases were sent to court with indictments against 262 people in 2020, which is 21% more compared with 2019.
