Sport complex in Vanadzor was included in the balance sheet of the Ministry of ESCS. The Prosecutor General provided details

According to one of the agenda issues on today's Government meeting of the Republic of Armenia, the sports complex located at 8 Andranik Street in Vanadzor town, Lori Region, was included in the balance sheet of the Ministry of Education, Science, Culture and Sport. The cadaster price was AMD 236 million 926 thousand.

 

Regarding the circumstances of the case, Prosecutor General of the Republic of Armenia Anna Vardapetyan noted that the property was returned extrajudicially as a result of prosecutorial intervention. "The history of this property was similar to what happened with Spartak Stadium. We were able to prevent this through coordinated efforts with the Minister of Education, Science, Culture, and Sport," Anna Vardapetyan emphasized.

 

We inform you that by a letter from the Minister of Education, Science, Culture, and Sport dated April 23, 2025, the Prosecutor General's Office was informed that, following the State Revenue Committee's demand to recover a total of AMD 896,066,000 from  “Hayastan” Non-Governmental Organization, five enforcement proceedings were initiated by the Compulsory Enforcement Service.

 

As a result of these enforcement actions, a ban was placed on the debtor's property: a sport complex located at 8 Z. Andranik Street, Vanadzor, Lori Region. The starting price was AMD 1 billion 35 million.  The complex was put up for compulsory electronic auction, but the auctions did not take place.

 

Based on information provided by the Minister of Education, Science, Culture and Sport, in a letter dated April 29, 2025, from the Department for the Protection of State Interests of the Prosecutor General's Office to the Enforcement Service of the Ministry of Justice, information was requested regarding the auction process for the aforementioned sport complex. As part of the proceedings, the aforementioned real estate, which had been state-registered in the name of the debtor of "Hayastan," Non-Governmental Organization was submitted to a compulsory electronic auction with a starting price of AMD 1 billion 35 million, scheduled to begin on October 3, 2024.

 

The Prosecutor's Office was informed that at this stage, the compulsory electronic auction process for the said property was underway, with the starting price reduced by approximately five times to AMD 236 million 929 thousand. In a letter addressed to the Chief of the Staff of the Prime Minister of the Republic of Armenia, the Prosecutor General proposed instructing the State Revenue Committee to discuss, within the framework of the legal regulation of Article 35, Part 5 of the Law "On Public Auctions," the issue of accepting the ownership of the sport complex located at 8 Z. Andranik Street, Vanadzor Community, Lori Region, at the request of the Republic of Armenia.

 

By a letter from the Chief of the Staff of the Prime Minister of the Republic of Armenia dated May 29, 2025, the State Revenue Committee and the Ministry of Education and Science of the Republic of Armenia were instructed to discuss the issue of accepting the ownership of the sport complex at the request of the Republic of Armenia.

 

Based on this instruction, the Ministry of Education, Science, Culture, and Sport introduced a draft government resolution to compensate for the auction price of the sport complex located at 8 Z. Andranik Street, Vanadzor Community, Lori Region, and accept it at the request of the Republic of Armenia.
