The Armenian practice of the confiscation of the property of illegal origin was introduced during the Conference of the UNO Convention against Corruption

In the frame of the 9th Session of the Conference of the State Parties to the United Nations Convention against Corruption the delegation of RA Prosecutor General Artur Davtyan represented the new institutions involved in the frame of international anti-corruption reforms.

 

In particular, Vaghinak Janazyan, the Head of the Department of Cases of Crimes against the State Power of the RA Prosecutor General's Office, presented in his speech in detail the system of confiscation of property of illegal origin that Armenia involved in the Republic of Armenia in accordance with international standards and UN Convention against Corruption.

 

 "This is completely new structure in the Armenian legislation, which allows to imply tools for recovery of illegal assets parallel to the criminal mechanisms, to confiscate property that for somehow cannot be returned in the framework of criminal cases," – noted Mr. Vaghinak Janazyan.

 

The legislative regulations for the operation of this system, the main functions of the RA Prosecutor General's Office connected with the implementation of the mentioned activities, the current results of the measures undertaken in that direction were intoduced.

 

In view of the efficiency of the system, the Armenian delegation emphasized the international cooperation, especially the implementation of international requests through operative means. It was mentioned that the General Prosecutor's Office of the Republic of Armenia has been a member of CARIN.NETWORK (Camden Asset Recovery Inter-agency Network) international informal network since 2020. Currently 7 requests have already been sent through this network, and 6 answers have been received, at the same time, the RA Prosecutor's Office has received 4 international requests from the competent bodies of the party states.

 

The adoption of anti-corruption court legislation in Armenia was mentioned which ensures maximum professionalism in this field. It was noted that currently the specialized hearings on cases of confiscation of property of illegal origin are sent to four specialized judges of the Court of First Instance of the Republic of Armenia.

 

The delegation informed the participants of the conference that the RA Prosecutor's Office is aimed at improving anti-corruption tools.
