The RA General Prosecutor’s Office continues the process of verifying the legality and proportionality of decisions taken on the implementation of the basic rights of prisoners and convicted in penitentiary institutions, observance of the procedure and conditions of serving the sentence, as well as disciplinary penalties and incentives applied to prisoners.
Another check has been carried out at the Kosh penitentiary institution. As a result of the inspection, some violations have been identified.
In particular, it has been found that, at least once a year, medical and preventive studies have not been carried out at the penitentiary facility, and the staff of the penitentiary institution, violating the government's decision, did not in all cases make daily visits to persons in punishment cells.
During the tour in the residential area of the penitentiary, in the summer pavilions, engraved or painted signs characteristic of the criminal subculture have been found, and in the shelter of the penitentiary facility there have been plants and animals there without permission of the head of the penitentiary institution. Violations related to the observance of the use of video calls and telephone calls by persons contained in the penitentiary institution have also been recorded. Also, violations have been recorded in fulfilling the requirements for attracting convicts to work on technical and economic maintenance of the penitentiary institution, and there were also violations related to the quarantine department for persons housed in open and half-open parts of the correctional institution.
Some of the violations found have been eliminated on the spot. It has been instructed to eliminate other violations, and to report on the results of the work done to the RA Prosecutor General's Office.
