The number of crimes in the Armed Forces in the first half of 2019 decreased. Summing up the results of the RA military prosecutor’s office

The RA Military Prosecutor's Office analyzed and summed up the general crime situation in the Armed Forces of the Republic of Armenia and other troops in the first half of 2019, the degree of effectiveness in the work on the prevention and detection of crimes.
During this period, 425 crimes were registered in the Armed Forces and other troops against 509 registered for the same period last year. That is, the number of crimes decreased by 84 cases or 16.5%. Moreover, military crimes were reduced by 58 or 18.5%, and others, crimes of a general nature - by 26 or 13.3%. Of the 425 crimes registered in the first half of 2019, 66 or 15.5% were grave and especially grave crimes, of which 52 were grave and 14 especially grave. It should be noted that in comparison with the previous year, grave crimes were 1 case less, and particularly grave crimes - 7 or three times. Of the gravest crimes, five were killings, two of which were from the fire of the enemy. It was also reported nine murder attempts, eight of which were committed by the enemy.
Crimes of the type of crimes recorded in the first half of 2019 in military units of the Armed Forces and other troops in comparison with the same period of the previous year have the following picture:
- crimes directed against the rules of military submission and the statutory conduct of military personnel (articles 365-360 of the RA Criminal Code) - 159 offences related to military insubordination and violation of regulations relations were reported in the first half of this year. This is 8.6% or 15 cases less than in the same period a year earlier.
- crimes against military service (articles 361-364 of the RA Criminal Code) - 47 offences were related to the breach of the military service rules – 44% less than one year before
- crimes against the order of the special service (Article 365-368 of the RA Criminal Code) - 3 cases, which is 50% less compared to the first half of 2018 (6 cases).
- crimes related to violation of the rules for the use and storage of military property, weapons, as well as objects and substances that pose a particular danger to the environment (art. 363-374 of the RA Criminal Code) - 11 cases, which is 1 more or 10% as compared to the first half of 2018
- military official crimes (Art. 375-376 of the RA Criminal Code) - 28 cases, or less than in the first half of 2018 by 5 (33) or 15.1%.
- crimes against the use of military equipment (art. 377-378 of the RA Criminal Code) - 8 or 1 less than in the first half of 2018.
- Out of 169 common crimes crimes against life and health, public order and morals, and public safety were also reduced. Of the 425 crimes recorded during the first half of 2019, 414 or 97.4% were detected. Studies have shown that one of the main reasons for the reduction of crimes is the relative reduction in the number of crimes on the contact line on the part of the enemy.
Of great importance was the daily and consistent work of the legal system, in particular, the staff of the RA Military Prosecutor’s Office and the staff of the RA Ministry of Defense, aimed at rapid response to each case or to a disciplinary violation and the prevention of more serious crimes.
In this context, prosecutors periodically, especially during conscription in the Armed Forces, made visits to military units, organized meetings with military personnel, carried out explanatory work with the latter, to ensure that the legal consciousness of the military personnel was increased, they were provided with the necessary information about the punishment for various types of crimes.
The use of prosecutorial measures to effectively neutralize the conditions and causes contributing to the commission of each crime also greatly contributed to the reduction of crimes in the armed forces and other troops, in particular, the exercise of powers by petitioning the relevant authorities, in which the initiative of prosecutors has recently improved by about 25 percent.
In order to improve the detection rate of crimes in the Armed Forces and other troops, at the beginning of this year, the RA Prosecutor General and the Minister of Defense set the priority task to improve the professional skills of commanders of military units, investigative bodies, and prepare materials for the criminal process.
The work carried out in this direction also contributed to both the reduction of crimes and a certain improvement in the indicators of detection.
