The preliminary investigation of the criminal case initiated on the fact of falsification of official documents of the Foundation of “Shirak State University named after M. Nalbandyan” and investigated in the Investigative Department of Shirak region of the RA IC was completed.

 

By the combination of evidence obtained in the course of the preliminary investigation, carried out under the proper prosecutorial supervision, it was justified that the Acting Rector of the Foundation of "Shirak State University named after M. Nalbandyan" E. S. for the academic year of 2018-2019, being the Head of the Center for Management of the Educational and Methodological process, by the decree until 31.08.2019 assumed the duties of the Candidate, Associate Professor of Physical and Mathematical Sciences of the Department of Mathematics, Physics and Information technologies.

 

It was found out that for the specified academic year, according to the approved schedule in the 2nd semester, for the 1st year in the specialty "biology" of the Faculty of Natural Sciences and Mathematics, he had to conduct a total of 66 lessons, while he did not conduct lessons and practical classes. Instead of initiating a legal process in the direction of transferring his duties according to the schedule to another employee, he orally agreed with the Acting Head of the Department of Mathematics, Physics and Information technologies V. M. regarding lecturing instead of him, to which the latter agreed. Under these conditions, E. S. by having signed, falsified the journal of the students, which is an official document, thus creating the illusion that he actually fulfilled his duties.

 

Then, under the conditions of conducting intermediate exams of students for 2019 by V.M., by signing he also falsified the 1st year student's grade sheet for the 2nd semester in the subject of "physics" in the specialty of "biology" of the Faculty of Natural Sciences and Mathematics and handed the grade sheet to the Dean of the Faculty B. P. The latter by knowing about not fulfilling the mentioned duties by E. S. approved the grade sheet with his signature and seal of the faculty.

 

Then, with a view to hide the fact of not fulfilling the mentioned duties, in July 2019 with his signature E.S. also falsified the document "Individual plan of the lecturer's work", where were included false data regarding the conduct of lessons according to the schedule, which he presented to the Dean, Director of the Center for Management of Educational and Methodological process, Director of the Center for Scientific Policy, Quality Assurance and Management, and they approved the document.

 

For the commission of these criminal acts, the Acting Rector of the foundation of "Shirak State University named after M. Nalbandyan" , and during the mentioned period the Director of the Center for Management of Educational process E. S., Acting Head of the Department of Mathematics, Physics and Information technologies V. M. and the Dean of the Faculty of Natural Sciences and Mathematics B. P. were charged under Part 1 of Art. 325 of the RA Criminal Code. A recognizance not to leave was chosen as a measure of restraint against them.

 

The indictment was approved by the prosecutor of the Prosecutor's Office of Shirak region, supervising the legality of the preliminary investigation and, together with the criminal case it was sent on July 31 to the Court of First Instance of General Jurisdiction of Shirak region for consideration on the merits.
