Number of criminal cases of corruption has increased by 64% in Shirak Region

The Prosecutor's Office of Shirak Region of the RA has summarized the outcomes of the activities of the criminal prosecution bodies in the cases of corruption crimes revealed in the territory of the region in the first half of 2020, as well as outcomes of the initiatives of the prosecutor's office of the region in the field of protection of state interests.

 

Besides, 69 criminal cases on corruption have been initiated during the first 6 months of this year under the supervision of the prosecutors of the Prosecutor's Office of the RA Shirak Region. This number is 27 or 64% higher than in the same period last year despite the complications caused by coronavirus.

 

12 cases were in sphere of education, 31 cases in local self-government, 3 cases in cadaster, 1 case in banking, 6 cases in healthcare, 7 cases in state social insurance and medical-social services, 4 cases of corrupt criminal actions in state non-commercial organizations, and 5 cases are related crimes committed by law enforcement agencies.

 

During the first 6 months of 2020, 87 people were prosecute d, including 23 community heads, 16 heads of schools and regional schools, 4 deputy heads of school, 8 teachers, 4 employees of Gyumri Municipality, 3 heads of vocational schools, 1 head and 2 employee of medical and social services, 6 directors of SNCOs, 3 directors of hospitals and 9 medical employees, 8 citizens for assisting the officials in committing the crime. Moreover, detention as a preventive measure was chosen only against 9 people out of th,e above-mentioned.

 

During the mentioned period 5 criminal cases were sent to the court with indictments against 9 people, and 4 criminal cases were completed in the court and 6 people were convicted.

 

The damage caused to the state in the criminal cases on corruption related cases amounted to 137.650.210 AMD, out of which 17.185.074 million AMD was restored with the direct involvement of the staff of the Prosecutor's Office of Shirak Region and the appropriate criminal tools were used to restore the rest of the damage. The property belonging to the accused was seized during the preliminary investigation in order to provide proper confiscation.

 

In addition, all the cases have been satisfied in 3 criminal cases brought by the prosecutors of the region in order to repair the damage caused to the state in the amount of about 13 million AMD and enforcement orders were sent to the Compulsory Enforcement Service of Judicial Acts of the Ministry of Justice of the Republic of Armenia, the confiscation process has already begun.

 

In the scope of materials prepared in cases of corruption crimes and prosecuted criminal cases, 26 petitions were sent to the RA Minister of Education, Science, Sports, Youth Affairs, Marzpet of Shirak Region, Gyumri Mayor and other state structures during 6 months of 2020. In the result of 12 of these cases disciplinary fines have already applied, including the dismissal of a head of a school.

 

The Prosecutor's Office of the Shirak region has also carried out active, comprehensive work in the field of protection of state interests.

 

263 studies have been or are being carried out within the framework of this function, which include subsoil users' investments in communities, fulfillment of obligations for replenishment of environmental protection funds, audits of administrative control in the field of social insurance and education, as well as other areas in the process of allocating land plots.

 

Moreover, within the framework of the implementation of the mentioned competences, 26 criminal cases have been initiated by the prosecutors of the Prosecutor's Office of the region.

 

According to the ongoing studies, the Prosecutor's Office issued 16 warnings to the subjects needed, as a result of which more than 6 million AMD caused to the state was recovered.

 

The Prosecutor's Office of Shirak Region has done significant work in the context of sending criminal cases to court with indictments in the first half of 2020 compared with the same period of last year. In particular, 69 criminal cases were sent to court against 92 people in the first half of 2019 and during the same period of 2020 102 criminal cases (about 48% more) were sent to court against 126 people (about 37% more).
