The first criminal case with indictment on criminal subculture against 12 people has been sent to the court

The preliminary investigation of the criminal case initiated in the Investigative Department of the National Security Service of the RA on 13 March 2020 and investigated in the Department of CSI of the Investigative Committee under proper control of the RA general Prosecutor’s Office was completed.
In the result of large-scale investigative and other judicial actions carried out during the preliminary investigation by the RA NSS and complex operative-investigative measures undertaken by the RA Police, it was substantiated that A. M. beeing "crowned" in 1999 by persons with high criminal status, received status of "thief in law", becoming known in the criminal world as "Arsen Yerevansky" or "Arsenchik", being a member of a criminal subculture with criminal ranks and interpersonal relations.
As of February 22, 2020, continuing to maintain the highest status of "thief in law" he led a criminal subculture group. In particular, he used his illicit influence to resolve disputes (problems) related to private matters, to obtain illicit gain, as well as to identify a person who violated the rules of conduct established by a criminal subculture in a penitentiary institution. Giving assignments to different people involved in the implementation of the goals pursued by it, who are members of the group.
In their turn, various individuals, receiving instructions from the latter and carrying out actions aimed at achieving the objectives of the criminal subculture group, participated in the criminal subculture group, as he was involved in the implementation of the goals.
“Arsen Yerevansky” or "Arsenchik", known in the criminal world as “a thief in law”, MK was charged under Article 223.2, Part 2, Point 5 of the RA Criminal Code for committing the above-mentioned criminal acts, for creating or leading a criminal subculture group.
A. Me., with the nickname "Basar", who is considered to be a criminal authority was charged under Article 223.3, Part 2, Point 5 of the RA Criminal Code for participating in a criminal subculture group or being involved in the implementation of its objectives, or organizing or participating in meetings of the criminal subculture group. A person, the head of a branch of "Sevan National Park" SNCO, was charged with Article 223.3, Part 3, Point 2 of the RA Criminal Code for abusing his official position and being involved in the commitments of criminal subculture group.
6 persons were charged with involvement in commitments of criminal subculture group under were charged under Article 223.3, Part 1 of the RA Criminal Code, and 3 people were charged with participating in a criminal subculture group under Article 223.4, Part 1 of the RA Criminal Code.
Detention as a preventive means was chosen against three of the above-mentioned people, including A. Mk. and A. Me.
On September 9, the prosecutor supervising over the legality of the preliminary investigation affirmed the indictment against 12 people and the case was sent to the Court of First Instance of Yerevan City for further examination.
Notice: Every person suspected in or charged with a criminal offense shall be presumed innocent unless proved guilty in the manner prescribed by the RA Criminal Procedure Code and unless the verdict comes into legal force.
