September 29, 2020

The armed forces of the Republic of Azerbaijan, in violation of Part 4 of Art. 2 of the UN Charter, from July 12 to July 17, 2020 by using grenade launchers, a rocket-artillery complex and unmanned aerial vehicles targeted the front lines of the RA armed forces, military units, as well as facilities and settlements of Tavush region, as a result of which the military personnel died, and the civilian population of peaceful settlements suffered material and property damage.

Continuing criminal intentions of unleashing an aggressive war, on September 29, 2020 from 10:30, on the grounds of national hatred, the Azerbaijani armed forces, by the unmanned aerial vehicles and artillery launched intense missile strikes aimed at the buildings of the military unit located in the territory of Vardenis of Gegharkunik region, and at the settlements of the specified region.

The deliberate aggressive war of the armed forces of Azerbaijan is also evidenced by the fact that with a view to achieve military superiority before that early in the morning of September 27, 2020, in violation of the terms of the ceasefire agreement signed by the Defense Ministers of the Nagorno-Karabakh Republic, the Republic of Azerbaijan and the Republic of Armenia, which entered into force on May 12, 1994 within the framework of the Artsakh-Azerbaijan armed conflict, as well as the norms of international law, with the use of air and ground military equipment, motorized rifle troops, along the entire border of the Republic of Artsakh were launched large-scale aggressive offensive actions against the front lines of the armed forces of the Republic of Artsakh, military facilities, as well as peaceful settlements located significantly far from the border, including the capital Stepanakert. In particular, the latter were subjected to intense missile and artillery strikes.

As a result of these actions, military personnel and civilians were killed, enormous damage was caused to military and civilian facilities, movable and immovable property of the population.

On September 27, 2020, the competent authorities of the Republic initiated a criminal case on the facts of these actions against Artsakh, and the preliminary investigation is in process.

The obtained factual data testify about the continuity, intent and purposefulness of the military actions of the armed forces of Azerbaijan, which are being launched on the grounds of national hatred and grossly violate the norms of international law, in particular, the ban on aggressive military actions, approved by resolution (XXIX) of the UN General Assembly.

Taking into account that in the actions of the Azerbaijani armed forces there are, in particular, signs of criminal actions to unleash and conduct an aggressive war, as well as signs of criminal actions to commit murders and attempted murders and cause especially large property damage, the RA Military Prosecutor initiated a criminal case under Part 2 of Art. 384, Point 1, Point 6, Point 7, Point 13 of Part 2 of Art. 104, Point 1, Point 6, Point 7, Point 13 of Part 2 of Art. 34-104 and Point 2 of Part 3 of Art. 185 of the RA Criminal Code.
