General Prosecutor Artur Davtyan’s message on Human Rights International Day

Dear compatriots,

 

On 10th of December the progressive humanity celebrates Human Rights International Day.

 

In this difficult period for our nation this day received a special value reminding and obliging us to make all efforts to recover and protect the rights of thousands of our compatriots who are victims of war in order to live safely and in dignity having the right of self-determination and independence, to provide thousands of children with worriless childhood.

 

Serious crimes have been committed with violation of international human rights, which have not been properly responded by the world yet and it changed the belief toward the international protection. Anyway, no one doubts that all the techniques will be involved for the protection of our compatriots suffered from those crimes. It is also necessary for the aim of recovering the belief toward international safeguards of the protection of human rights.

    

 

Dear compatriots,

 

One of the characteristics of the democratic country is the implementation of the right to expression, to fight for one's own convictions, to hold rallies, to create the necessary conditions for them.

 

However, we need to be very careful about exercising those rights, our internal general public coexistence, our civil consciousness not to violate public order, our sense of duty, our respect for the equally important rights and freedoms of others.

 

In particular, freedom of expression should never be served as a pretext for spreading hate speech, mutual insult for public as a way to justify criminal violence and deepen intolerance.

 

The imperatives, national and public unity and solidarity dictate for overcoming the crisis by means of full understanding of the absolute harmony and proportion of private, public and state interests, which is the first and unchangeable duty of law enforcement agencies together with public support.

 

Many initiatives related to human rights reforms are being currently discussed on various platforms, including in the criminal and criminal procedure field. This process is also aimed at improving humanism, the prevalence of human rights, which particularly will provide much greater guarantees for the implementation of more human-centered criminal justice in our country in the framework of criminal proceedings as well as the Convention for the Protection of Human Rights and Freedoms.

 

The Prosecutor's Office, being the bearer and the protector of these values, has been fully involved in the drafting action of legislative reforms within its competence and will carry out the function of their implementation and formation of new legal practice with all interested parties.

 

I believe that we shall build the legal country of our dreams with high consideration of the protection of human rights.
