Abuses of about 1.2 billion AMD in the process of purchasing services of the Armenian general education network

The Department of State Interests Protection of the Prosecutor General's Office of the Republic of Armenia examined the documents received from the State Control Service of the Republic of Armenia on the results of the monitoring of procurement
procedures organized for the needs of the "National Center for Educational Technologies" SNCO in 2013-2020. In order to ensure the completeness of the study, the necessary information was requested and received from the mentioned SNCO.
In the course of the study it was revealed that during 2012-2015, each year, the responsible subdivision of the SNCO prepared and submitted applications for the purchase of services of the general education network of Armenia, setting price of the
purchase of services for each year in the amount of 700 million 344 thousand AMD. The only participant in the announced procurement procedures was "Y ..." LLC, with which were signed agreements for the purchase, respectively: about 716 million
AMD, 700 million AMD, 700 million AMD and 703 million AMD.
Pursuant to the decision of the RA Government on the organization of the procurement process, except for construction projects, the members of the evaluation commission are obliged to study the relevant markets of the Republic of Armenia, make a
written guarantee on the market prices of procurements.
In the course of the study it was revealed that no market study was conducted to determine the estimated price of services within the framework of the procurement process.
And for the services of the same general education network of Armenia in 2017-2019 the value of the agreements signed with the same company for each year was about 400 million AMD, which was 300 million AMD less than in 2012-2015.
Thus, the responsible officials of the SNCO, in violation of the requirements of the rules on the organization of the procurement process, did not conduct a market study in the procurement of services, as a result of which unreasonable prices were set.
As a result of the implementation of the agreements signed with the company, the state suffered a total loss of about 1 billion 200 million AMD.
Taking into account that in the course of the study were obtained data containing features of criminal acts, a criminal case was initiated in the State Interests Protection Department of the Prosecutor General's Office of the Republic of Armenia under
Part 2 of Article 308 of the RA Criminal Code. The criminal case was sent to the RA Investigative Committee with the instruction to conduct a preliminary investigation.
