Cases of detecting a “thief in law” with the highest status in criminal culture, who leads a group participated by different “criminal authority” kept in the penitentiary institution due to urgent operative, intelligence and investigative measures undertaken by the RA Ministry of Justice, the RA National Security Service, the General Criminal Department of the RA Police, the SIC Department of the RA Investigative Committee and under the judicial supervision of the Department for Crimes against Public Security of the RA Prosecutor General's Office.

 

In connection with the revealed crimes, a criminal case was initiated against the person having the highest status of “thief of law” by the General Department of Investigation of Crimes against Humanity, Department of Particularly Important Cases of the RA Investigative Committee on 5 of May, 2021, was found and arrested by the officers of the Police on May 7, 2021.

 

The investigation showed that the functions of the so-called “zone watcher” in “Nubarashen” penitentiary institution of the RA Ministry of Justice were performed by a “criminal authority” having highest status, nicknamed “A. A.” and a “criminal authority” nicknamed “K. H.”. Criminal authority “P.” had those functions in the 3rd building of “Armavir” penitentiary institution. They have given instructions, organized collection of monetary means (including through gambling), used the illegal means and carried out other activities aimed at achieving the goals pursued by the criminal subculture group, in that way participated in the criminal subculture group.

 

Besides, factual information was obtained on leading a criminal subculture group by a “thief in law” having high status by means of giving instructions.

 

According to the received factual data of “Nubarashen” penitentiary institution of the RA Ministry of Justice, the so-called “zone watcher” “N. N” and “V.” after  moving well-known people since March 2020, the so-called “zone watcher” in “Nubarashen” penitentiary institution has performed the functions of criminal authority “K.H.”, kept in the same penitentiary institution. In that course of time, the latter was engaged in collecting money, made relevant lists, submitting a “report” on money flows to “thieves in law” with the highest criminal status, and spending the collected money on the needs of convicts, detainees, transferring the share of those having highest criminal status.

 

At the same time, factual data was obtained that a “thief in law” nicknamed “Sh. Zh.” instructed S. A. the so-called “zone watcher” “criminal authority” of the 3rd building of “Armavir” penitentiary of the RA Ministry of Justice to punish by means of beating a prisoner and then, for not fulfilling his assignment by the latter, initiated a process of replacing the so-called “zone watcher”. For that purpose, he instructed the well-known person “K. H.” to find “a normal person who keeps his word”. In order to fulfill that assignment, “K. H.” involved A. B., who was the “zone watcher” of the 6th building of “Armavir” penitentiary institution of the RA Ministry of Justice, who took for 20-day period of time the functions of the “zone watcher” of the 3rd building of “Armavir” penitentiary institution, distributed the collected things three times in 20 days in the form of cigarettes, food, etc. and instructed the detained and convicted people to make a mess. 

 

All necessary and relevant actions are undertaken to found out all the participants involved in the group.
