Under the procedural control of the Prosecutor's Office of Shirak region within the framework of the criminal case investigated in the Investigation Department of Shirak region of the RA IC, sufficient data were obtained that being the head of Gyumri Gh. V., with the help of some officials of Gyumri municipality, falsified official documents, protocols of the commission, and in violation of legal requirements, often participating in auctions for the alienation of land plots during 2001-2011 by means of sale or auction alienated land plots that are state or public property. In particular, we are talk about the territories of the city park of Gyumri, territories on Furmanov, Rustaveli, Sayat-Nova, Garegin Nzhdeh, Trdat Chartarapet, Abovyan streets, areas near Marmashen highway, the territory of Mush 2 quarter, part of the land plot owned by “Textile” Gyumri ” OJSC, building at 262 Abovyan, which has a cultural and historical value.

 

Thus, the property that belonged to the community or state property was alienated in some cases personally in his favor, partly in favor of other persons and entities, then, on the basis of forged documents submitted to the territorial subdivision of the RA Real Estate Cadastre Committee, this property was registered in their ownership.

 

As a result of these criminal acts, the interests of the state and the community suffered significant damage, in some cases by leading to serious consequences.

 

On the basis of the evidence obtained on 10.08.2021 ex-mayor of Gyumri Gh.V. was charged under Part 2 of Art. 308/9 ep. /, Part 1 of Art. 308/10 ep. / and Part 1 of Art. 314/19 ep. / of the RA Criminal Code.

 

A written undertaking not to leave was chosen as a measure of restraint against him. The preliminary investigation is still in process.
