On 3 March 2023 the supervising prosecutor submitted to the court the criminal prosecution with an indictment on falsification of the alleged evidence by the Investigator of Investigative Division of Arabkir administrative district:

 

The factual data was obtained in the scope of the criminal prosecution pending before the Investigative Department of the National Security Service on the fact that A. Vo., holding the position of the Investigator of the Investigative Division of Arabkir administrative district conducted the preliminary examination of the criminal prosecution initiated on the bases of Points 1 and 2 of Part 2 of Article 176 of the Criminal Code (Larceny).

 

 Due to the materials of the proceedings it was found out that on 31 March 2022 A.Vo rendered decision on suspending the proceedings based on the fact that the person (persons) to be involved as an accused (accused) is missing.  Afterwards, for the purpose of checking its legality he sent it to the prosecutor exercising control over the legality of the preliminary examination. The supervising prosecutor gave a written assignment to the investigator on recommencing the suspended proceedings of the criminal case, on conducting an additional interrogation of the witness (victim’s daughter) for the purpose of finding out the identities of individuals committing the crime.           

     

 Receiving the materials of the criminal procedure and prosecutor’s assignment, in order to create an illusion of revealing the crime A.Vo made a printed witness statement with the details of the witness and stated a testimony contradicting in its context the previous interrogation and included false information.

 

 Afterwards, the person not identified during the investigation signed instead of the witness under the witness statement and wrote the following sentence. “The testimony typed by the Investigator is correct, for which I put my signature” and A.Vo. approved it with his signature. 

 

On 5 January 2023 the prosecutor rendered a decision on initiating a public criminal prosecution against the Investigator of the Investigative Division of Arabkir administrative district of the city of Yerevan: Termination of the employment and ban on absence were chosen as a measure of restraint.
