In the result of investigative and judicial actions in the scope of the case initiated at the RA NSS Investigation Department on March 19, 2021 and then investigated at Investigation Department of Shirak Region, a number of corruption crimes were revealed at Gyumri Regional Employment Center.

 

In particular, investigation substantiated that A. A., the director of Gyumri Regional Employment Center, had reached a preliminary agreement with one of the beneficiaries of the State Employment Agency to include in two different projects of providing assistance in order to provide financial assistance from the state. In February 2021, he demanded and received in his office the bribe of 40.000 AMD in one case and 20.000 AMD in the other case, transferring a part of money to two employees of the same center.

 

Besides, within the framework of the program implemented by Gyumri Regional Employment Center, A. A., demanded and received a large bribe from them on March 18 and 19, 2021, in his office, in order to include two beneficiaries of the State Employment Agency in the "Domestic Livestock" program.

 

Also, A. A. helped 2 friends of employees of the center working under his subordination, in his office, received a notable bribe on February 22 and March 15 of 2021.

 

As well as it turned out that H. S., the Head of the Division of the program implementation department of Gyumri Regional Employment Center on February 22, 2021 in his office, with the help of a clerk-operator, he secretly demanded a bribe of 5.000 AMD from his relative.

 

The Director of Gyumri Regional Employment Center and his deputy S. A. were charged under Article 311, Part 3, Point 2 of the RA Criminal Code, H. S. the Head of the division center's program implementation under Article 311, Part 1 of the RA Criminal Code, 5 employees of the center, under Article 38-311, Part 3, Point 2 of the RA Criminal Code. All the mentioned defendants signed an undertaking not to leave as a precautionary measure.

 

Five citizens were charged with bribery under Article 312, Part 1 of the RA Criminal Code. During the preliminary investigation, the criminal prosecution of 4 people.  

 

The preliminary investigation is completed. The criminal case with the indictment on the Director of Gyumri regional employment center, 7 employees and a person who paid bribe were sent to the First Instance Court of Genera Jurisdiction on 28 December
