The criminal case regarding the abuses in the CJSC "Gyumri Mental Health Center" against 6 people with an indictment was sent to court

The preliminary investigation of the criminal case under investigation in Shirak Regional Investigation Department of the RA IC, initiated by the Investigation Department of the RA NSS on December 28, 2021, on the fact of corruption abuses, illegal acquisition and sale of psychotropic substances in the CJSC Gyumri Mental Health Center is completed.

 

By the evidence obtained during the preliminary investigation it was substantiated that the narcologist of the CJSC "Gyumri Mental Health Center" A.S., by prior agreement with the nurse of the narcological department of the same center, by violating the rules, falsifying documents, in order to implement in the period from April 2021 from the balance sheet of the CJSC "Gyumri Mental Health Center" prescribed and illegally acquired "diazepam", "sipazon", "halopril", "azaleptin" - psychotropic / psychoactive / substances, which were sold to a number of citizens.

 

In addition, it was found out that the same narcologist, with the prior consent of 2 nurses of the narcological and psychological department, while performing his professional activities since April 2021 to July 2021 demanded from citizens and received a bribe in an especially large scale.

 

During the preliminary investigation, searches were carried out at the residence places of citizens, the residence places of employees of the said medical center, during which psychotropic pills and substances were found out.

 

By the combination of obtained sufficient evidence, the narcologist of the CJSC "Gyumri Mental Health Center" A.S. was charged under Point  1 of Part 2 of Art. 266, Point 2 of Part 3 of Art. 311 (5 episodes) of the Criminal Code of the Republic of Armenia, Part 1 of Art. 311 of the Criminal Code of the Republic of Armenia (4 episodes), the nurse of the same center J.S. was charged under Point 1 of Part 2 of Art. 266 and Point 2 of Part 3 of Art. 311 (5 episodes) of the Criminal Code of the Republic of Armenia. In relation to them, detention was chosen as a measure of restraint.

 

Nine citizens who gave a bribe for committing obviously illegal actions in their favor were charged under Part 1 of Art. 312 of the RA Criminal Code.

 

In the Prosecutor's Office of Shirak region of the Republic of Armenia, an indictment was received, which was approved by the prosecutor supervising over the legality of the proceedings, and the criminal case on charges of the narcologist and the nurse of the said CJSC was sent to the court of General Jurisdiction of First Instance of Shirak region for consideration of the case on the merits.
