The Prosecutor’s Office of Shirak region examined the implementation process of the "Construction of water line of Aghvorik, Zarishat, Berdashen, Zorakert rural settlements" Subsidy Program in the framework of state interest protection. 16 million 695.1 thousand AMD was allocated from the state budget for the implementation of the Program.

 

It was found that amendments had been made in the budget documents of the Subsidy Program, which had not been agreed with the Shirak Regional Administration.

 

According to the documents, the works planned by the Program were actually completed, and the water line was put into operation on November 18, 2021. An act of “Completed Construction Object" was drawn up regarding the mentioned, which was signed and sealed by G.E., the representative of inspection body of Shirak, A.P., the Director of "Vedi Plast" LLC, R.S., the Director of "AGEA" LLC, A.S., the Director of "LS Project" LLC, while the signature of the Shirak Regional Administration’s representative lacked in the Act. As a result, the money was not transferred to the construction companies, and M.K., the former Head of the community signed the document (the criminal case thereon was sent to the First Instance Court of General Jurisdiction of Shirak region).  

 

On January 30, 2023, the Prosecutor’s Office of Shirak region was informed that water had not been supplied at five addresses through the water lines laid by "Vedi Plast" LLC, the construction of the water line under the subsidy program had been completed in Berdashen community, but the residents did not have water, and the water line built by "Vedi Plast" LLC in Zarishat settlement is almost non-functional.

 

Taking into consideration the discovery of not diligent treatment towards the performance of his duties by an official, as well as data on alleged crime under article 446 (official negligence) of the Criminal Code of the RA, the Prosecutor of Shirak region sent the obtained data to the Investigative Committee’s Regional Investigative Department of Shirak in order to initiate criminal proceedings.
