Under the assignment of former Minister of Defense V.S., houses were allocated to 29 individuals, who were not servicemen of the system and were not included in the records: criminal prosecution was initiated against them.

V.S. holding the position of the Minister of Defence of the Republic of Armenia (2016-2018,) carried out actions falling out of the scope of his powers during the process of allocation of houses of the building located at 25/6 G. Hasratyan Str., city of Yerevan that have been included in the balance sheet of the Ministry since January 2018. As a result whereof substantial damage was caused to the rights and lawful interests as well as lawful rights of the state, thus negligently caused serious consequences.
Based on the assignment, the Commission rendered an obviously illegal decision, as a result whereof houses from the mentioned building under the right of gratuitous use were allocated to the servicemen, who were not included in the housing record and were included in the record lists of servicemen needing houses in the city of Yerevan later than others and who were not servicemen of the RA Defence Ministry system, which caused a substantial damage to the rights and lawful interests as well as lawful rights of the state, thus negligently causing serious consequences.
On February 8, 2023, the prosecutor exercising oversight over the lawfulness of criminal proceedings rendered decisions on initiating a public criminal prosecution against V.S. former Minister of Defence under part 3 of article 309 of the RA Criminal Code and against 5 members of the Central housing commission of the RA Ministry of Defence under part 2 of article 308 of the RA Criminal Code: charges were brought against them.
At the same time a motion on choosing detention as a measure of restraint against the accused V.S was submitted to the court.
