S.S., appointed to the position of Governor of Aragatsotn region under Decision of the Government of 29 May 2009, ex officio, having information on construction program of North-South Road Corridor, coming to agreement with S.M., then holding the position of the head of Kaqavadzor community and N.S., his brother, through deception (change of the land plot intended purpose), for the purpose of  artificially increasing the cadastral value thereof and selling the land plot to the state for higher price distorted the functional purpose type of  agricultural land plot with the surface of 7800 m2, which was bought in 2005 at auction from Kaqavadzor community for AMD 35 200. 

 

Intending to sell the abovementioned land plot to the North-South Road Corridor Investment Project Implementation Organization SNCO (hereafter “SNCO”) acting on behalf of the Republic of Armenia for a higher price S.S., Governor of the region permitted his brother N.S. to carry out illegal construction works, afterwards using his power in the community, persuaded.

 

S.M. the head of the community to abuse his official powers.

 

The supervising prosecutor rendered a decision on approving the indictment and submitting the criminal proceedings to the Anti-corruption court on 9 February 2023.

 

The Prosecutor filed a property claim on confiscating from N.S., S.S. S.M and M.Gh in favor of the RA State budget  AMD 72 448 533 on the same day.
