Public Criminal Prosecution was initiated against A.S., Former Head of Dilijan Community

The Superior Prosecutor initiated public criminal prosecution against A.S., Former Head of Dilijan Community under Clause 5 of Article 441(2) and 445(1) of Criminal Code (2 counts).
According to the criminal proceedings initiated by the Anti-Corruption Committee, it was proved that A.S., holding the position of the Head of the Dilijan community, Tavush region from 2005 to 2021, organized the expropriation of a 0.1063 ha land parcel (state owned and for forest purpose), located at the administrative boundaries of Dilijan, provided for in the list of restrictions under Article 60 of the Land Code (land not subject to expropriation) to Kh.A., the Head of Tavush region Department of the Police, by auction and direct sale.
It was also found out that A.S., the Head of Dilijan community, having friendly relations with V.S., a resident of Dilijan, the registered owner of the plot at 35 Andranik Lane 2, Dilijan, being informed on the implementation of voluntary construction without permission on the land parcel with the area of 0.3354 ha, located at the above address by V.S., due to personal interest, did not fulfill his official duties and did not ensure the suspension of voluntary construction on the plot. Moreover, on November 5, 2010, with his signature and the seal of the municipality, he approved an official document with obviously false information, characterizing the land parcel not undergone site development yet. Then, on October 24, 2013, A.S. signed a real estate donation agreement with V.S., by which he registered his ownership rights to the real estate.
On June 9, 2023, a public criminal prosecution was initiated against A.S., the former Head of Dilijan community, thereon the latter did not express any position. Restriction on not leaving the country has been chosen as a preventive mean against him.
