The land plot “of special significance” provided to the MD was alienated to A.S. in 2014: a criminal proceedings was initiated based on the report of the Prosecutor’s Office.

The officials of the Ministry of Defense sold through direct sale (by the sale and purchase contract concluded on July 24, 2014) the land plot “of special significance” with the surface of 6.0536 ha and the immovable property with the surface of 1198, 09m2 located at Navur village, Berd community, Tavush region and provided to the Ministry by the right of gratuitous use for AMD 8 million, 717 thousand 184, thus violating several regulations.
By the examination carried out by the State Interests Protection Division of the Central Military Prosecutor’s Office during 2023 it was found out that after obtaining the property, on July 17, 2017, A.S. sold the land plot “of special significance” as well as constructions, including the barracks to another citizens V.G. for AMD 400 thousand. On January 11, 2018, V.G. pledged the obtained immovable property and received AMD 11 million and on August 9, 2022 for AMD 86 million 500 thousand.
It was found out that A.A. notary of “Kentron” notarial district disregarding the statement issued by the Cadaster Committee on July 4, 2014, pursuant whereof the abovementioned land plot was “of special significance” certified the contract. Employees of the Committee carried out the state registration of the right, thus giving an ownership right to the citizen and the officials of the Ministry of Defense sold to a citizen the land plot belonging to the state.
Taking into consideration the fact that the circumstances found out by the examination allegedly contain features of the action envisaged by the Criminal Code, on June 8, 2023, the Prosecutor’s Office submitted the results of the examination to the Anti-corruption committee, to initiate a criminal proceedings.
On June 9, 2023 a criminal proceedings was initiated in the Anti-corruption court under part 2 of article 308 of the Criminal Code adopted on 18.04.2003 (abuse of official powers).
