RA Prosecutor General summed up the activity of the Prosecutor's Office of Ararat Region

RA Prosecutor General Artur Davtyan held a meeting in the Prosecutor's Office of Ararat Region to sum up the results of the activity of the Prosecutor's Office of the Region for 2019.
During the meeting, which was attended by the Chairman of the Court of General Jurisdiction of Ararat and Vayots Dzor Regions, Heads of Regional Subdivisions of other Law Enforcement Agencies, the Prosecutor of the Region Sevak Hovhannisyan presented the general crime trends manifested in the region during the previous year, the work done in identifying, preventing their causes, as well as the results of the implementation of prosecutorial functions by criminal proceedings.
During 2019, 1521 cases of crimes were registered in Ararat Region in comparison to 1321 cases of the previous year, that is, the growth of crimes amounted to 15%. This is mainly due to an increase in the efficiency of crime registration, an increase in detected corruption crimes and criminal violations of the traffic rules. Detection of crimes amounted to 71.5% compared to 74.6% of the previous year.
Compared to the last year, grave crimes were increased by 49 cases or 26.8% (232/183). Mostly the growth is due to an increase of burglaries. 104 cases were registered, compared with 91 cases in 2018, i.e. an increase amounted to 14.3%. At the same time, the detection rate of these cases was also decreased, which is one of the main reasons for the growth of burglaries.
The RA Prosecutor General mentioned that despite the work done by the Prosecutor’s Office during the past year to prevent this type of crime, the situation continues to be alarming for all law enforcement agencies. He emphasized the importance of continuing cooperation with the police and local authorities in equipping multi-apartment building entrances with security equipment. Artur Davtyan noted that with the help of video cameras installed in specific target areas, last year it became possible to identify criminal groups involved in burglaries, people who committed crimes of a different nature, which indicates the need to continue the process of establishing equipment for video recording.
In Ararat region, crimes of moderate gravity were also increased by 50 cases or 13.6% (418/368). Disclosure was 60.7% in comparison to 65.7% for the same period of the last year. The increase in the number of crimes of medium gravity is mainly due to the increase in the number of cases of theft and fraud.
Instead, cases of particularly grave crimes were reduced by one, while the detection of such crimes amounted to 72.2% compared to 62.5% of the previous year.
In 2019, 5 murder cases were registered in comparison to 3 of the last year. The detection of these 5 cases of murder amounted to 80% compared to 75% of the last year. Compared to 2018, cases of attempted murder were reduced by 1 (4/3). All these 3 cases were detected, while in 2018 the detection was 50%.
A significant decrease was registered in cases of robbery. In particular, compared with 13 cases of 2018, last year there were 4 such cases. At the same time, all were detected, which is by 26.7 percentage points more compared to 2018.
Cases of road traffic crimes were increased by 19.8%, fatal accidents - by 2 cases (20/18). Taking into account this circumstance, the RA Prosecutor General Artur Davtyan instructed to analyze in details the full picture of criminal violations of traffic rules, identify more risky zones and apply appropriate measures of prosecutorial influence, in particular the mechanism for presenting petitions to the competent authorities, to be consistent in eliminating the main reasons that contribute to road traffic crimes.
Over the past year, the Prosecutor’s Office of the Region paid special attention to the elimination of circumstances and reasons contributing to the commission of crimes. Basically, the Marzpet of Ararat Region, the RA Minister of Agriculture, the RA Minister of Transport, Communications and High Technologies, the Head of Ararat Regional Department of the RA Police and the community leaders in general received 15 petitions and 9 messages. As a result of their discussion, specific measures were taken.
Significant results were registered in the fight against corruption. By corruption cases, 83 criminal cases were investigated, by 26.5% more in comparison with 2018. It is noteworthy that with the indictment 8 criminal cases were sent to the court in respect of 14 people, from these cases by 4 cases 4 people were convicted. This is in case when last year 1 criminal case was sent to the court with indictment in respect of 1 person.
Overall for 2019 by the bodies of criminal prosecution of Ararat Region 189 criminal cases with indictment against 238 people were sent to court, compared with 162 criminal cases against 207 people. That is, for 2019 the number of cases with the indictment sent to court was increased by 16.6%; the number of people sued by 13%.
During 2019 the total damage caused by the investigated by the criminal prosecution bodies of Ararat Region and completed criminal cases amounted to more than 406 million AMD, from which 224 million AMD were recovered. The damage caused to the state amounted to 71.5 million AMD, from which 63 million AMD were recovered. Damage caused to the communities amounted to 87.191.340 AMD, from which 16.468.175 AMD were recovered.
The RA Prosecutor General assessed the dynamics of the work carried out in the direction of restoring losses caused to the state, state interests, and fight against corruption as sufficient, meanwhile noting that it is necessary to maintain and develop the established pace.
Artur Davtyan noted that the fight against criminal subculture (a phenomenon that generates crime) and groups carrying a criminal subculture that will act on an institutional basis after the entry into force of relevant legislative amendments adopted for this purpose should contribute to the effectiveness of the fight against crime. The Prosecutor General noted that the law enforcement bodies of Ararat Region should prepare for a legitimate fight against this evil, and society should feel the results of this fight as soon as possible.
Based on the trends by certain types of crimes recorded during the past year, in the course of the meeting, the RA Prosecutor General gave specific instructions regarding the increase in the effectiveness of prosecutorial supervision over the legality of investigations of criminal cases.
