State-owned real estate was alienated at a price approximately for 5 times lower than its real value. 15 criminal cases were initiated

During the 1st half of 2021 in the Department for Protection of State Interests of the RA Prosecutor General's Office was studied the state of state interests protection in the process of alienation of real estate by State Property Management Committee of the Ministry of Territorial Administration and Infrastructures of the Republic of Armenia.

 

As a result of the studies, it was found that in several cases, while carrying out the process of alienation of state property, the responsible officials of State Property Management of the RA used their official position contrary to the interests of the service, in violation of the requirements of Point 2 of Article 9 of the RA Law on Real Estate Appraisal Activities, without legal basis and the conclusion of an agreement in 2016-2017 offered "F ..." LLC to carry out work on the appraisal of real estate. During the specified period, the specialists of the LLC made 15 false conclusions, according to which properties with a real value of 378.700.000 AMD were assessed in total 135.016.137 AMD, which also served as the basis for the commission for a tender for the alienation of the said property. As a result, these properties were alienated for 79.144.580 AMD, thus causing damage to the state in the amount of 299.555.420 AMD.

 

Regarding the case in the Department for State Interests Protection of the RA Prosecutor General's Office under Part 1 and Part 2 of Article 308 of the RA Criminal Code 15 criminal cases were initiated.

 

The preliminary investigation of the initiated criminal cases was instructed to the RA IC.

 

The RA Prosecutor's Office will be consistent with regard to identifying abuses, violations and criminal schemes in the process of alienation of real estate, which is state property, as well as subjecting to criminal liability the accused in accordance with the law.

 

Notice: Every person suspected in or charged with a criminal offense shall be presumed innocent unless proved guilty in the manner prescribed by the RA Criminal Procedure Code and unless the verdict comes into legal force.
