The investigation denied the allegations of the termination of the replenishment of the Armed Forces of Armenia during the war

As previously reported, the video recording of the press conference of the former head of the Military Control Service of the RA Ministry of Defense Movses Hakobyan in the "Mirror Club" on November 19, 2020 was sent by the RA Prosecutor General to the RA SIS with a view to prepare materials in accordance with Art. 180-181 of the RA Criminal Procedure Code.
As a result, on November 21, 2020 under Part 2 of Art. 308 of the RA Criminal Code, a criminal case was initiated regarding the acts committed by high-ranking officials of the RA during the war in Artsakh from 27.09.2020 to 09.11.2020, which contradicted the provisions of a number of documents of the RA Ministry of Defense.
It was also noted that given the great public attention to this case, the public will be informed about the process and results of the investigation. Moreover, the preliminary investigation of the case is being conducted in each of the directions mentioned by M. Hakobyan in order to clarify individual circumstances in more detail.
In particular, in the course of the preliminary investigation, M. Hakobyan, touching upon the issue of the processes of replenishing and recruiting troops, said that in his opinion a crime had been committed, since on the 3rd day of the war, the leader of the country stopped the replenishment, which he also learned from those officials who had the responsibility to organize that process.
He added that there is a record regarding the termination of the process of mobilization and replenishment by the RA Prime Minister and believes that this was done by the persons responsible for this process by law.
Among the necessary measures taken to verify these circumstances, the responsible officials of the Mobilization Division of the GD of Staff Management of the RA Armed Forces (including M. Hakobyan) were also interrogated and they denied receiving the order to stop the replenishment and mobilization.
In the course of the preliminary investigation, the necessary documents on the replenishment of troops were received, during the study of which it was established that the process of replenishment of the RA Armed Forces during the hostilities, as well as after that, never stopped and was carried out in accordance with the established procedure.
The preliminary investigation of the criminal case, under the proper prosecutor's supervision, continues with a full, objective and comprehensive investigation with a view to establish all the circumstances presented during the press conference and to give legal assessments.
